This may sound strange, so just look at the picture below. I added some shading underneath the lower eyelids, but also left a little white outline around the eyes where the eyelashes would be.

This may seem like a big difference, but it's just finishing the eyelashes, making thick supporting lines that taper into a point. They should partially fall down to give more realism. The lower lashes should be smaller and stand in small clusters. I also shaded the white part of the eye a little and added some detail for the iris, working with an eraser, adding small black dots and lines, and giving the design little strokes.

Make sure the main features really stand out. You can also make the reflection of the eyelashes in the center of the eye - in the iris, if you like. And you can make the white part of the eye look glossy in light and shadow, or even you can add blood vessels.
