The demolition of five-story buildings was started back in the 1990s by Mayor Yuri Luzhkov. Then this program included 1722 objects of certain, so-called demolished, series K-7, II-32, II-35, 1MG-300 and 1605-AM. These houses were considered obsolete from both technical and moral points of view. Initially, it was planned to complete the liquidation and construction of new housing facilities by 2010. However, the Moscow government faced a number of difficulties, including the lack of funds for the demolition of houses due to the 2008 crisis. By 2017, there were several dozen houses in the “demolition” series in the capital, awaiting their turn to be liquidated.

In February 2017, it was decided to continue the demolition of Moscow five-story buildings. The new renovation program initiated by the mayor of the capital Sergei Sobyanin found the support of the President of Russia. To implement it, amendments were made to certain legislative acts, and the so-called renovation law was adopted.

As of August 2017, the schedule for the demolition of five-story buildings under the renovation program implied the liquidation of 5,144 residential properties, that is, more than 350 thousand apartments; later, changes were made to the list of houses included in the renovation program more than once. The renovation program affects all administrative districts of the capital; the liquidation and construction of new housing will take place throughout Moscow.

Active implementation of the new demolition program began after the completion of the previous one, that is, the liquidation of the remaining several dozen houses. Some of them were demolished at the expense of funds from the city budget, and some at the expense of investments from investors. The renovation schedule for five-story buildings in Moscow implied completion of the liquidation of the “demolished” series by the end of 2018.

The renovation program itself is designed for fifteen years, that is, until 2032 it is planned to demolish the five-story residential building and build new facilities on the vacated territory. According to the head of the Moscow Construction Department, the facilities under construction will be built according to modern designs, based on monolithic structures and panels that can last about a hundred years.

The renovation of the five-story housing stock was approved by Mayor Sergei Sobyanin in August 2017. The houses participating in it were determined by the residents themselves by voting, which took place in May-June 2017. The relocation schedule for renovation implies the participation of those objects, the majority of whose residents spoke in favor of this.

The renovation schedule for liquidation of houses involves the demolition of facilities in almost all districts of the capital. When compiling the final list of objects, the Moscow City Hall was guided not only by the opinions of the residents themselves, but also by the conclusions of technical specialists about the condition of the five-story buildings. According to some experts, the implementation of this program may take 30 years instead of the planned 15.

On September 26, 2017, a map of the first starting sites where houses will be built under the renovation program appeared on the website of the capital's mayor's office mos.ru, and the occupancy of the first house on 5th Parkovaya Street, 62B in the Eastern Administrative District of the capital under the housing renovation program began already in February 2018.

The legislation provides for the provision of equivalent housing with improved finishing to residents of demolished five-story buildings. The new housing will be suitable for living without any additional repairs or finishing work.

Initially, it was planned to participate in the renovation program of eight thousand houses. However, this list was significantly reduced based on the results of voting by residents. In addition to the Khrushchev buildings of the 1960s. The buildings included some nine-story buildings, as well as “Stalin” buildings.

The official schedule for the demolition of five-story buildings under the renovation program will be published before December 31, 2019, while the starting sites have already been identified on which apartment buildings will be designed and built for the relocation of residents of Khrushchev-era apartment buildings after January 1, 2022. Since the resettlement of residents of five-story buildings is planned to be carried out using the wave method , then we can assume that the schedule for the demolition of houses will be closely related to the schedule for the construction of new residential complexes at the launch sites.

The list of capital neighborhoods where starter homes will be built was approved on September 26, 2017. The list of launch sites initially included 210 territories. At the same time, the list of launch sites is periodically updated and at the beginning of 2019 there are 308 launch sites. These sites contain both finished and under construction houses, as well as areas occupied by parking lots and dilapidated buildings.

CONSTRUCTION WILL START ON THE SITE OF THE FIRST DEMOLISHED KHRUSHCHEVKA IN A YEAR

Sergei Ivanovich, the first five-story building resettled under the renovation program in the Eastern District of the capital has already been demolished. When will they start building a new house on this site?

For the launch site on Konstantin Fedin Street, the necessary documents are now being developed to draw up an urban planning plan for the land plot (GPZU). Only after this the Moscow Renovation Fund will announce a competition to select a company to design this house.

In the second half of 2019, construction of a new high-rise building will begin on the site.

40 new addresses will be added to the list of renovation starting sites

- When will the remaining houses being resettled be demolished?

Residents are now moving out of 16 old houses. Demolition may soon begin at house number 3 on Konstantin Fedin Street. It is located 20 meters from the first demolished Khrushchev building.

- In which areas may additional launch sites for new apartments for displaced people appear?

So far the list includes 256 addresses for new renovation buildings. This is more than 3.6 million square meters of housing. By the end of 2018, about 40 more sites will appear. Of these, 20 addresses will be confirmed at the end of September - beginning of October. These are areas in the northeast - in Babushkinsky, Butyrsky districts, Southern Medvedkovo, in the south - Nagatinsky Zaton, in the southwest - Akademichesky district. In the west - Butovo, Konkovo, Fili-Davydkovo. In the Trinity District - in Troitsky, in the settlements of Ryazanskoye, Pervomaiskoye. After expanding the list, it will be possible to build up to 4.1 - 4.5 million square meters of housing at launch sites throughout Moscow.

There are practically no vacant land plots left in Moscow. At the same time, we select sites for new houses so that they are located in the same area where the five-story buildings being resettled are, as close as possible to them. We also take into account that we don’t have to move a lot of communications or demolish buildings to free up the site. New houses must be provided with transport infrastructure - roads, metro, land routes, as well as social services - kindergartens, schools, clinics. We will make the renovation blocks comfortable, beautiful, accessible, without any restrictions for residents.

“CITY” WILL NOT APPEAR IN THE AREA OF FIVE-STOREY BUILDINGS

Many people are concerned about how many floors there will be in new buildings in renovation areas. Will we have to move into identical high-rise towers made according to standard designs?

We will not be able to produce standard projects, since we need to take into account the meters of living space required for resettlers. We will build new houses for residents of specific five-story buildings being demolished with the set of 1-, 2-, 3-room apartments and the area that they need. For example, in one new building, one-room apartments can vary in living area from 19.5 to 23 square meters. We will develop such projects. Most of them will be individual. The height of new houses is up to 17 floors. But at the same time, the area may have architectural dominants - one or two high-rise buildings. Don’t worry, “City” won’t appear in the renovation areas.

Will there be enough builders in Moscow for the renovation program? Maybe invite specialists from regions of Russia or abroad? For example, Chinese builders?

We will not be left without specialists. The metro has not been built before at such a speed as it is now, but we are managing. The existing human resource of construction organizations is sufficient. If necessary, designers, surveyors, and builders will be brought in from regions of Russia and neighboring countries for renovation.

How will the quality of new buildings be monitored, taking into account new standards for improvement and finishing of apartments?

The control system is already in place. We will monitor quality at all stages: from control at the stage of development, coordination and approval of the territory planning project to inspection and issuance of a conclusion on compliance.

We will check the compliance of documents with SNiPs, GOSTs and rules. At the construction site, we will check the materials, the availability of certificates, the technology of work, and the qualifications of specialists. In addition, a special unit Mosstroynadzor will deal specifically with the quality of construction of houses in the renovation program.

Let me emphasize that during the development of urban planning documentation we will hold public hearings. Residents will be able to express their comments on each project.

- If new residents find deficiencies, where should they go?

First of all, to the resettlement headquarters, which works in the same or a neighboring new house. Not a single comment will be left unattended. But for each defect there is a deadline for elimination. For example, replacing plumbing will take a little more time (since it needs to be purchased, delivered and installed) than simply gluing wallpaper or adjusting the baseboard.
