Conditions for admission to the General Faculty of Law.

In August 1998, a general law faculty was created at the Omsk Academy of the Ministry of Internal Affairs of Russia, which is its structural educational and administrative unit that organizes educational, methodological and educational work with students.

Graduates of the faculty receive higher professional education in specialty 021100 - Jurisprudence, they are awarded the qualification "lawyer" with the issuance of a state diploma. Training is paid.

1. The Faculty of General Law announces enrollment for the 2004/2005 academic year for training in the specialty 021100 Jurisprudence of Higher Professional Education in the following paid forms of education:
On the basis of secondary (complete) general education - the duration of study is:

  • full-time 5 years;
  • in full-time (evening) form – 6 years;
  • by correspondence – 6 years;

Admission to the faculty is carried out on the basis of the results of entrance tests in Russian language and literature, Russian history, and social studies. Medalists take an exam in social studies.

Unified State Exam:

The Academic Council of the Omsk Academy of the Ministry of Internal Affairs of Russia, taking into account the recommendations of the Ministry of Education of the Russian Federation and the Ministry of Internal Affairs of the Russian Federation on participation in the experiment on introducing the Unified State Exam, decided to use the results of the Unified State Exam when conducting entrance tests to the Omsk Academy of the Ministry of Internal Affairs of the Russian Federation in 2004. When applying for full-time study in the specialty 021100 Jurisprudence and passing entrance tests in Russian history and social studies, Unified State Examination certificates are accepted from candidates for participation in the competition with a point scale corresponding to the rating “excellent”. The Unified State Examination certificate will be accepted from candidates along with a document on education when submitting an application for admission to the Omsk Academy of the Ministry of Internal Affairs of the Russian Federation. Competitive selection and enrollment will be carried out in accordance with the Rules for admission to the Omsk Academy of the Ministry of Internal Affairs of Russia.

2. Based on secondary vocational (legal) education – the duration of study is:

  • full-time, 3 years 6 months;
  • Part-time (evening) form, duration of study 4 years;
  • correspondence course, duration of study 4 years.

Admission to the faculty is carried out on the basis of the results of entrance examinations in criminal law.

3. On the basis of higher (non-legal) professional education:
part-time (evening) form, duration of study 3 years 6 months;
external course, duration of study: 3 years.

Applicants undergo entrance tests in the form of an interview.
Documents from candidates for training are accepted from June 1 to August 10 at the address: Omsk - 644010, st. Lenina, 48, office No. 9, t. 30-12-56, 30-12-83.

When applying to the general law faculty of the Omsk Academy of the Ministry of Internal Affairs of the Russian Federation, applicants present to the admissions committee documents proving their identity and citizenship. Applicants also attach to the application for admission: a state-issued document on secondary (full) general or secondary vocational education or a copy thereof certified by a notary; required number of photographs; autobiography; medical certificate in form No. 086-u; personal personnel registration sheet (for employees), documents giving the right to benefits established by the legislation of the Russian Federation (for persons applying for these benefits upon admission).

Mandatory conditions for enrollment in the General Faculty of Law are the conclusion of an agreement and payment of the established tuition fee. Tuition fees are set and reviewed by the academy.

Training at the general law faculty is organized in accordance with the requirements of state educational standards and regulations on the organization of the educational process in educational institutions of higher professional education.

Full-time students of the faculty are granted a deferment from conscription for military service for the period of study in accordance with the established procedure.

Training courses.

In order to improve the quality of training of candidates for admission to higher educational institutions of the Ministry of Internal Affairs of Russia and in accordance with the Regulations on paid educational services, the Omsk Academy of the Ministry of Internal Affairs of the Russian Federation organized preparatory courses within a specified period in the following subjects:

  • Russian language and literature;
  • Russian history;
  • social science;
  • physical training.

Rules for admission to the Omsk Academy of the Ministry of Internal Affairs of Russia.

1. General Provisions

1.1. Admission to the Omsk Academy of the Ministry of Internal Affairs of Russia (hereinafter referred to as the Academy) is carried out in accordance with the Law of the Russian Federation of July 10, 1992 “On Education” (as amended by the Law of June 25, 2002 No. 71-FZ), Federal Law of August 22, 1996 .

No. 125-FZ “On Higher and Postgraduate Professional Education” (as amended by Federal Law No. 11-FZ of January 10, 2003), the Procedure for admission to state educational institutions of higher professional education (higher educational institutions) of the Russian Federation, approved by order of the Ministry of Education Russian Federation dated January 14, 2003 No. 50, regulatory legal acts of the Ministry of Education of the Russian Federation and the Ministry of Internal Affairs of the Russian Federation, the Charter of the Omsk Academy of the Ministry of Internal Affairs of Russia, these Rules and other local regulations.

1.2. The number of places for admission to the first year of cadets is determined by the admission target figures established by the Ministry of Internal Affairs of the Russian Federation.

The Academy accepts citizens of the Russian Federation under the age of 25 for full-time training in specialties 021100 "Jurisprudence", 023100, 0203 "Law Enforcement" at the Academy, for on-the-job training in specialty 023100 " Law enforcement" - up to 35 years of age, regardless of gender, nationality, origin, attitude to religion, beliefs, membership of public associations, having at least a secondary (complete) general education, capable of personal and business qualities, physical fitness and health perform the duties assigned to police officers who have successfully passed the entrance examination.

1.2.1. Admission to the Academy of females is carried out depending on the specialization of personnel training, the availability of the necessary social, living, sanitary and hygienic conditions, within the limits and procedure established by the Ministry of Internal Affairs of Russia.

1.3. In excess of the established number of admission places financed from the federal budget, the Academy admits students (for the first and subsequent years) to places within the number determined by the license, with payment of tuition fees on a contractual basis.

The General Faculty of Law of the Academy in the specialty 021100 Jurisprudence admits persons without age restrictions, based on the results of entrance tests:

  • on the basis of secondary complete (general) education in the following forms of education: full-time (duration of study – 5 years), full-time and part-time (evening) (duration of study – 6 years), correspondence (duration of study – 6 years);
  • on the basis of secondary vocational (legal) education in the following forms of study: full-time (duration of study - 3 years 6 months), full-time and part-time (evening) (duration of study - 4 years), part-time (duration of study - 4 years);
  • on the basis of higher professional education in forms of study: full-time and part-time (evening) (duration of study - 3 years 6 months), external studies (duration of study - 3 years).

1.4. Admission of citizens of foreign states (including citizens of the republics of the former USSR) arriving in the Russian Federation for training is carried out in accordance with direct agreements of the Academy for places within the number determined by the license, with payment of the cost of training.

1.5. The Academy ensures transparency and openness of the work of the admissions committee, objectivity in assessing the abilities and aptitudes of applicants.

2. Conditions of admission

2.1. The selection of candidates to study for places financed from the federal budget and the preparation of the required documents in accordance with the regulations of the Ministry of Internal Affairs of Russia are carried out by the internal affairs bodies at the place of residence of the candidates.

2.1.1. Candidates from among civilian youth submit an application addressed to the head of the internal affairs body at the place of permanent residence, in which they indicate: last name, first name, patronymic, day and month and year of birth, address of residence, education (indicate the full name of the graduated educational institution and year of graduation ), position and place of work, name of the Academy and the foreign language being studied. The application is accompanied by a document on education (certificate, diploma) or its notarized copy. Personal and educational files of candidates are sent by the personnel apparatus of the internal affairs bodies to the Academy for study by the selection committee. The decision to call candidates to take entrance exams, indicating the dates of arrival (or refusal, indicating the reasons), is reported to the completing internal affairs bodies.

2.1.2. Candidates are sent to take entrance exams on the basis of a call from the Academy's admissions committee. The procedure for business trips, processing documents for the period of passing exams and paying for travel to and from the place where entrance exams are taken is regulated by regulations of the Ministry of Internal Affairs of Russia.

2.1.3. During the period determined by the admissions committee, the candidate must undergo professional psychological testing at the Academy, the recommendations of which are taken into account when the admissions committee decides on the admission of the applicant to the entrance examinations and on his enrollment in the Academy.

2.2. When applying to the Faculty of General Law, applicants present to the admissions committee documents proving their identity and citizenship.

2.2.1. Applicants must attach to their application for admission: a state-issued document on secondary (full) general or secondary vocational education or a copy thereof, certified by a notary or by the Academy; required number of photographs; autobiography; medical certificate in form No. 086-u; personal personnel registration sheet (for employees), documents giving the right to benefits established by the legislation of the Russian Federation (for persons applying for these benefits upon admission).

2.2.2. The admissions committee introduces the applicant to documents confirming the right to conduct educational activities in the chosen specialty. The fact of familiarization is recorded in the application for admission and certified by the personal signature of the applicant.

3. Entrance tests

3.1. Those entering the Academy for full-time study at places financed from the federal budget take exams in the following subjects:

3.1.1. In specialties 021100 Jurisprudence (training period - 5 years) and 023100 Law Enforcement (training period - 4 years 6 months):

  • social studies (oral);
  • history of Russia (orally);
  • physical training.
3.1.2. In specialty 0203 Law enforcement (training period - 2 years 4 months):
  • Russian language and literature (written);
  • history of Russia (orally);< br>
  • physical training.
3.2. Those entering the correspondence course do not take the physical training exam; in the shortened form of study they only take the subject of specialization - criminal law (General and Special Parts).

3.3. Applicants to the General Faculty of Law take exams in the following subjects:

3.3.1. Based on secondary complete (general) education:

  • Russian language and literature (written);
  • social studies (oral);
  • history of Russia (orally).

3.3.2. Based on secondary vocational (legal) education:
– criminal law (General and Special parts).

3.3.3 Applicants on the basis of higher professional education for part-time and part-time (evening) education for external study are interviewed by the Academy’s admissions committee.

3.4. Persons who were awarded a gold (silver) medal at the end of a secondary school, who graduated with honors from a special secondary educational institution, upon admission to the Academy of the Ministry of Internal Affairs of Russia, pass an exam in social studies (orally) and an exam in physical training (for applicants to places financed from federal funds). budget). If they receive an “excellent” grade in social studies and a positive grade in physical training (for applicants to places financed from the federal budget), they are exempt from other exams and are enrolled in the Academy, and if they receive other positive grades, they pass all exams on a general basis.

3.5. Candidates admitted to the entrance exams are given an examination sheet of the established form with a photograph of the applicant, sealed with the seal of the educational institution.

3.6. Applicants must attend the exams at the scheduled time. Persons who fail to appear at one of the exams without good reason will not be allowed to take further exams. The examinee must inform the admissions committee of the inability to appear for the exam before the exam and submit a supporting document no later than 3 days after the scheduled exam. In this case, the applicant is given the opportunity to take exams at other times at the discretion of the admissions committee.

3.7. Those who receive an unsatisfactory grade in one of the exams are not allowed to take further exams. Retaking exams is prohibited.

3.8. An appeal regarding a change in exam grade must be submitted on the day of the oral exam or on the day the grade for the written exam is announced. The procedure for filing and considering appeals is communicated to all applicants before the start of the exams.

3.9. Persons who do not appear for the entrance examination without a valid reason, who receive an unsatisfactory grade, or who withdraw their documents after the start of the entrance examination are excluded from the competition and are not enrolled in the Academy.

4. Enrollment procedure

4.1. Applicants who have successfully passed the entrance examination are allowed to participate in the competition for places financed from the federal budget and determined by the order of the Ministry of Internal Affairs of Russia for the composition of internal affairs bodies.

Enrollment for studies is carried out by order of the head of the Academy based on the decision of the admissions committee made based on the results of the entrance exams.
An extract from the order is the basis for the secondment of persons accepted for training without interruption from service, the provision of leaves and benefits to those admitted for training without interruption from service.

4.2. Enrollment of applicants to the General Faculty of Law is carried out according to a separate competition.

4.3. Without exams, the following are enrolled in the Omsk Academy of the Ministry of Internal Affairs of Russia in full-time and part-time forms of study:

4.3.1. Persons who graduated from the Novocherkassk secondary school of the Ministry of Internal Affairs of Russia with “good” and “excellent” grades.

4.3.2. Persons who graduated with honors from educational institutions of secondary vocational education of the Ministry of Internal Affairs of Russia.

4.3.3. Military personnel who performed tasks in conditions of a non-international armed conflict in the Chechen Republic and in the immediately adjacent territories of the North Caucasus, classified as a zone of armed conflict.

4.3.4. Children of employees who performed tasks in conditions of a non-international armed conflict in the Chechen Republic and in the immediately adjacent territories of the North Caucasus, classified as an armed conflict zone, who died in the line of duty or were injured, mutilated, or ill, preventing further service.

4.4. Outside of competition, all forms of education with positive grades in entrance examinations are accepted into:

4.4.1. Employees of internal affairs bodies with at least six months of service in the positions of ordinary and commanding personnel, as well as military personnel transferred to the reserve (within three years after dismissal).

4.4.2. Children are orphans and children left without parental care.

4.4.3. Children of employees of internal affairs bodies and military personnel of internal troops who died or became disabled in the line of duty.

4.4.4. Veterans of combat operations on the territories of other states.

4.4.5. Graduates of the Novocherkassk Secondary School of the Ministry of Internal Affairs of Russia.

4.4.6. Children of employees who performed tasks in conditions of a non-international armed conflict in the Chechen Republic and in the immediately adjacent territories of the North Caucasus, classified as a zone of armed conflict.

4.5. If the total number of points is equal, the following candidates receive a preferential right to enroll in an educational institution:

4.5.1. Awarded state awards of the Russian Federation and the former USSR, badges of the Ministry of Internal Affairs of Russia and the former Ministry of Internal Affairs of the USSR;

4.5.2. Graduates of specialized classes with in-depth training in the profile of their future specialty, who have demonstrated abilities and aptitudes for their chosen specialty and are best prepared to study at the Academy (based on the conclusion of a professional psychological examination).

4.6. Candidates who did not pass the competition for places financed from the federal budget, by decision of the selection committee, may be admitted to the competition at the general law faculty without retaking the entrance exams.

4.7. Candidates who do not pass the competition are seconded to the disposal of the internal affairs bodies. At their request, they are given a certificate of examination results in the prescribed form.

4.8. Enrollment for studying students on the basis of higher professional education is carried out by order of the head of the Academy based on the results of an interview conducted with the candidate by the Academy's admissions committee.

4.9. Classes at the Academy begin at the times established by the curriculum. Persons who do not start classes without good reason within 10 days after the start of the academic year are expelled from the Academy.

5. Rules for filing and considering appeals based on the results of entrance examinations

5.1. Based on the results of the entrance test, the applicant has the right to submit a written appeal about the error, in his opinion, of the grade given in the entrance test. Resolution of appeals for oral entrance exams is carried out on the day the exams are taken, for written entrance exams - on the day their results are announced.
The consideration of appeals is not a re-examination; during the consideration of the appeal, only the correctness of the assessment of the result of passing the entrance test is checked.

5.2. The appeal commission at the Omsk Academy of the Ministry of Internal Affairs of Russia is created for the period of entrance examinations by applicants. The appeal commission is headed by the chairman, and in his absence - by the deputy chairman, who are appointed by order of the head of the Academy.
The chairman and his deputy organize the work and monitor ensuring the uniformity of the appeal commission's requirements for examination papers and oral answers in applicants' examinations, and participate in the work of all subject appeal commissions. The appeal commission includes chairmen and members of subject appeal commissions. The composition of the subject appeal commissions is approved at a meeting of the selection committee.

5.3. The applicant has the right to be present during the appeal hearing. An applicant applying for a review of the grade obtained in the exam must have with him an identification document and an examination sheet.
One of the parents or legal representatives has the right to be present with a minor applicant (under 18 years of age), except for minors recognized in accordance with the law as fully capable before reaching adulthood.

5.4. After considering the appeal, the appeal commission makes a decision on the assessment of the examination work (both in the case of an increase or decrease). If it is necessary to change the grade, a protocol of the decision of the appeal commission is drawn up, in accordance with which changes in the grade are made to the applicant’s examination paper and the examination sheet.

5.5. If disagreements arise in the appeal commission regarding the assessment, a vote is taken and the assessment is approved by a majority vote. The decision of the appeal commission, documented in the protocol, is brought to the attention of the applicant (against signature).

An important tradition has become the holding of the ceremony of taking the Oath by academy cadets on Criminal Investigation Day - October 5th. The material and technical base of the Academy is a complex of buildings, structures, material and technical means located on its territory. The educational and laboratory areas occupy 42,685.8 m² and include: 12 lecture halls with 1,463 seats; 111 classrooms and auditoriums for 2945 seats; 6 reading rooms with 540 seats; 7 library rooms; 9 computer classes with 129 seats; 3 game rooms; 3 gyms, 2 wrestling rooms; 3 shooting ranges (1467.7 m²); 9 forensic training grounds (556.8 m²).

The total area of ​​the premises in which educational activities are carried out, per student (cadet), assigned to the academy with the right of operational management is 37.14 m².

The training complex “Forensic testing grounds”, located at Komarova Ave., 7, includes three forensic testing grounds: living room 1 (equipped with cabinet furniture, household items, four video cameras and a microphone); living room 2 “Priton” (equipped with cabinet furniture, household items), Sberbank branch (equipped with cabinet furniture, household items, thematic information stands, a model of a bank payment terminal). The suburban training base includes a complex of 18 buildings and structures.

There are 3 dormitories with 701 beds. The share of the number of cadets, listeners, students living in dormitories in the total number of cadets, listeners, and students in need of dormitories was 60%.

On the territory of the academy there is a health complex that has sufficient educational and material resources for conducting physical training classes, training in professional applied sports, and conducting mass sports and physical education and recreational work.

The Omsk Academy of the Ministry of Internal Affairs of Russia is one of the largest educational institutions of the ministry. It trains specialists for internal affairs bodies under programs of both secondary and higher professional education, postgraduate and additional education. The priority direction in the activities of the academy is the training of specialists for the internal affairs bodies of the Siberian Federal District.

Educational activities are carried out by 4 faculties:

  • training of police officers,
  • investigative,
  • correspondence training and advanced training,
  • training of scientific and pedagogical personnel.
19 departments and 24 subject-methodological sections.

Among the teachers are 25 doctors of science, professors, 165 candidates of science, associate professors, of which 20 have honorary titles established by the Government of the Russian Federation.

The Academy carries out certification of scientific and pedagogical personnel. Over the past 5 years, more than 180 dissertations for the academic degrees of Doctor and Candidate of Legal Sciences have been defended in the dissertation councils of the Academy.

Every year, the Academy conducts more than 10 fundamental scientific studies, the results of which are published in monographs, collections of scientific papers and materials of scientific forums. During 2003-2007 University scientists have prepared about 30 monographs, more than 50 collections of scientific papers and materials of scientific conferences.

Over the past three years, the Academy has held more than 120 scientific forums, including 24 international ones. Academy employees have repeatedly participated in the implementation of international training and research projects with the financial support of the General Directorate for Human Rights of the Council of Europe and the US Department of Justice.

An important tradition has become the holding of the ceremony of taking the Oath by academy cadets inCriminal Investigation Day - October 5. The future police officers are congratulated by the leaders of the city and region and other honored guests. The university has a special holiday - the birthday of the Omsk Higher Police School - Academy Day. Every year on June 2, the school welcomes hundreds of graduates, for whom it served as the beginning of a long professional journey. Many of them are leading specialists in criminal investigation, investigation, and senior management of the Russian Ministry of Internal Affairs.

Since 1989, there has been a ritual at the Omsk Academy of the Ministry of Internal Affairs of Russia - on December 7 to hold the Sergei Monin Memorial. This date is remembered by those who, following the order of the USSR Ministry of Internal Affairs, served to protect public order in Armenia and Azerbaijan, and provided assistance to the Armenian people in eliminating the consequences of the earthquake in Spitak and Leninakan. For the conscientious performance of their official duties, the school’s personnel were awarded the gratitude of the USSR Minister of Internal Affairs, seven particularly distinguished teachers and students were awarded orders and medals, Sergei Monin was posthumously awarded the Order “For Personal Courage”.

Over the years of the existence of the higher educational institution, more than 900 graduates received diplomas with honors, the names of 97 were included on the Board of Honor.

The glory of the academy is reinforced by the success of its athletes. Over the years, the honor of the university was defended by Honored Masters of Sports A. M. Pushnitsa, V. I. Klivodenko, N. S. Danilov, A. P. Kochnev, K. A. Khalilov, V. M. Igumenov, Master of Sports N. I. In the past, the “school of criminal investigation”, the academy today is a source of personnel primarily for criminal police units. Among the graduates there are over 50 doctors of science, more than 500 candidates of science, 110 received the title of senior law enforcement officers.

The material and technical base of the Academy is a complex of buildings, structures, material and technical means located on its territory. The total area of ​​land is 35.5782 hectares, including: 20.863 hectares - the territory of a suburban educational base; 11.6213 hectares - Komarova Ave., 7; 0.82 ha - st. Lenina, 48, and 2.2739 hectares - st. 1st Chelyuskintsev, 92. To organize the educational process, the academy has 61 buildings and structures with a total area of ​​83,921.5 m², including 16 open sports facilities with an area of ​​24,594.7 m².

The educational and laboratory areas occupy 42,685.8 m² and include: 12 lecture halls with 1,463 seats; 111 classrooms and auditoriums for 2945 seats; 6 reading rooms with 540 seats; 7 library rooms; 9 computer classes with 129 seats; 3 game rooms; 3 gyms, 2 wrestling rooms; 3 shooting ranges (1467.7 m²); 9 forensic training grounds (556.8 m²).

The total area of ​​the premises in which educational activities are carried out, per student (cadet), assigned to the academy with the right of operational management is 37.14 m².

The training complex “Forensic testing grounds”, located at Komarova Ave., 7, includes three forensic testing grounds: living room 1 (equipped with cabinet furniture, household items, four video cameras and a microphone); living room 2 “Priton” (equipped with cabinet furniture, household items), Sberbank branch (equipped with cabinet furniture, household items, thematic information stands, a model of a bank payment terminal). Forensic testing grounds located at st. Lenina, 48 - living room/office equipped with cabinet furniture and household items. In addition, there are two forensic testing grounds in the academy building, located at st. 1st Chelyuskintsev, 92 and two training grounds (“Living Room” and “Rural House”), located in the academy’s out-of-town training base.

The suburban training base includes a complex of 18 buildings and structures.

There are 3 dormitories with 701 beds. The share of the number of cadets, listeners, students living in dormitories in the total number of cadets, listeners, and students in need of dormitories was 60%.

On the territory of the academy there is a health complex that has sufficient educational and material resources for conducting physical training classes, training in professional applied sports, and conducting mass sports and physical education and recreational work.
